The following elements are no longer supported by the new migration engine:
ip4-block-ref, ip4-network-ref,
view-ref, zone-ref, tag-ref. IPv4
blocks, IPv4 networks, views, and zones must be declared within a
configuration element. The cache-ref attribute has
also been removed.
